摘    要:现代人力资源管理中,岗位胜任力的理念在企业得到普遍认同和广泛应用。但由于工作的特殊性,公安机关对于民警尤其是干部队伍岗位胜任力与绩效的研究和应用相对匮乏。从实践来看,通过对干部岗位职责的梳理和细分,运用岗位胜任力理论,公安机关可以初步构建干部队伍岗位胜任力模型,继而形成胜任力下的履职绩效考评体系,这对激发公安机关干部队伍的内隐胜任力起到了一定的作用。由于研究有限,岗位胜任力的导向尚未确立,岗位职责还有待细分和评定,激励机制尚有欠缺,只有将这三方面紧密结合,岗位胜任力这一先进理念才能在公安机关得到有效应用。

Abstract:In the modern society, the concept of competency has been widely recognized and widely used in enterprises. However, because of the particularity of the public security organ for police work, the research and application of the contingent of cadre's competency and performance are deficient. From the view of practice, by combining with the responsibilities of cadre and the use of competency theory, the public security organ may initially construct the cadre's competency model, and then form the duty performance evaluation system under the competency. In order to stimulate the implicit power of the cadres of public security organs, the ice mountain competence plays a certain role. Because of the limited research, the guide of competency has not been established. At the same time, the responsibilities of the position remains to be subdivided and evaluation. Only closely combining with the three factors, the advanced concept of post competency can be effectively applied in public security organs.
