| 摘 要： | 从登轮管理到限定区域管理的转变，不仅使我们的管控范围扩大了，同时有助于建立起符合科学、高效时代特征的海港口岸管控模式。对限定区域实施有效管理，首先要解决的是准入许可证件的发放问题。同时，应明确发证主体，统一发证权限，限定区域范围划定要适中。

| Abstract: | It has enlarged the managerial powers of the port and aided to build the scientific and effective management mode and mechanism at the port from boarding ship management to limited region management.In order to carry out the administrative control of limited region,the first question is how to issue a pass of limited region.Then,the main body of issuing permit must be defined and the authority of issuing permit must be integrated.At the same time,the scope of limited region should be moderately designated. |
