论人质自救

人质自救涉及人身安全,必须审慎。在确保安全的前提下,应当允许人质自救。但须遵循主动性、有效性、妥协性、适当性、策略性等基本原则;所采取的自救措施必须是万无一失的,因而自救行动的实施要有充分的准备,并达成行动的突然性。人质自救不仅对保障人质人身安全有着十分重要的意义,而且为警方尽快捕获劫持者提供了有利条件。因此,应增强公民自我保护的自救理念。
