资源型地区有组织犯罪研究——以山西省为例

资源型地区有组织犯罪最显著的特征是围绕资源的开发利用诱发和实施的。山西是我国典型的资源型地区,伴随着矿产资源大规模的开发利用,也给有组织犯罪组织从事非法经营、牟取暴利提供了可乘之机。文章对山西有组织犯罪的组织结构特征、犯罪特征和＂保护伞＂特征进行了归纳剖析,在此基础上从经济、政治、思想文化教育以及刑事执法等方面对资源型地区有组织犯罪问题提出了防控对策。

The Research on Organized Crime in Resources-typed Areas——Taking Shanxi as an example

The most significant feature of organized crime in resources-typed areas is the inducement and implementation around the development and utilization of resources.Shanxi is the resources-typed area and this provides chances for organized crime to engage in illegal operation along with large-scaled development and utilization of mineral resources.The author analyzes the structure characteristics of Shanxi organized crime organization,the crime feature and characteristics of ＂protective umbrella＂.On this basis,the author puts forward prevention and control countermeasures on organized crime from economy,politics,ideological and cultural education and criminal law enforcement.
