The rapid development of globalization not only has had profound influence to Chinese administrative system, but also brought stern challenge to administrative culture development.How to adapt the administrative culture to the trend of the times,facilitate the administrative culture transformation from traditional centralization to modern democracy,and con- struct the administrative culture conforming to the time character positively,is an important task which Chinese Government must face and solve currently.
