| 摘 要： | 我国非营利组织较之以前有了巨大的发展，同时，非营利组织发展所必要的法律制度、社会支持、文化背景和经济基础等不够健全，存在政社不分、经费不足、人才缺乏、法律不健全等问题，需要采取措施加以解决。
