群众路线的内在逻辑与党的政治决策

"群众路线"是中国共产党的三大优良作风之一,将党的领导、群众观点和领导方法有机统一于政治生活之中。对群众路线不同层面内在逻辑分析,可以看到当代中国政治决策的薄弱环节,制度化保障措施的缺失影响了党的决策在群众路线框架下应有的科学性,可以通过相应的制度建构和政策创新使群众路线焕发新的生机与活力,增加党的执政合法性,巩固执政地位。

＂Mass line＂is one of the Party＇s three important styles of work integrating theory with practice.Leadership of the Party,the mass viewpoint and leading method are integrated in the political life. The weak link of contemporary Chinese political decisions can be seen based on the analysis of the internal logic of the mass line in different levels.Moreover, the party＇s decisions,which should be constructed scientific in the framework of the mass line,will be affected because the lack of institutionalized safeguard measures. The mass line could glow the new vitality and vigor through the institutional construction and policy innovation to increase the party＇s ruling legitimacy and consolidate the ruling position.
