| Abstract: | At the basis of the construction of the authority the ruling party does its best to seek for the social interest foundation;the change of social interest structures implies the formation of the challenges to the ruling party's authority,and therefore requires the ruling party to construct the harmonious social interest relations as well as to maintain the ruling authority. |
