| 摘 要： | 太湖流域潮湿污染物总量控制制度存在制定不科学、缺乏相应具体制度、监督和责任机制不健全的问题。应当从完善污染物总量控制立法、建立排污许可交易制度、强化政府责任等方面加以改进。

The corresponding system, the inspector general and the responsibility mechanism is not perfect.We must improve the legislation of pollution total quantity control, establish pollution discharge permission aspects and strengthen responsibility of government. |
