俄罗斯的社区刑罚体系完整,并形成了有效的惩罚机制,其完善的法制体系、组织管理体系及替代转处机制确保了社区刑罚能够依法执行,但同时也存在一些问题。我国可以吸收俄罗斯社区刑罚及其执行中的经验教训,结合本国国情,建立科学的社区矫正惩罚机制。

The perfect legal system,organization and management system as well as penal division and replacement mechanism ensure the community penalty can be executed in accordance with the law. However,there are also some problems. The experience and lessons in Russian community penalty is valuable for us. Moreover,combined with the specific conditions in China,it will become easier to establish scientific community correction punishment mechanism.
