| 摘 要： | 目前,我国各地为了扶植和规范萎靡的公共图书馆事业,纷纷制定地方性公共图书馆规章或办法,然内容过于笼统、操作性差,法律地位不高,执行困难等仍是各地方公共图书馆立法的通病。借鉴国内外公共图书馆立法的先进做法,是改进以上弊端的重要途径。

| Abstract: | Presently,in order to support and regulate atrophic public library undertaking in China,many regional governments and legislatures enact different regulations and rules on public library administra_tion.However,the common problems still exist: their legal status is low,the content is very general and uneasy to be applied,they are difficult to be enforced,etc.The important way to solve the above-mentioned problems is to learn from the inland and overseas advanced experience on public library legislation. |
