| 摘 要： | 当前我国已进入到一个公共危机事件频发的时期，这些突发公共事件中的绝大部分发生于地方层面。实践证明，频发的公共危机事件与地方政府公共危机管理的过失行为密切相关。在公共危机事件前、事件中和事件后，地方政府应依次扮演“监管人”、“发言人”、“把关人”和“责任人”等四种角色。

| Abstract: | At present,incidents of public crisis frequently happen in our country and most of the incidents are regional.Practice has proved that frequent occurrence of public crisis is closely related to the negligent act of local government's management of public crisis.Local governments should play such four roles as supervisor,spokesman,gatekeeper and person liable before,during and after the public crisis. |
