目前，全球经济危机对我国经济的影响和冲击正在加深。严峻的经济形势使群众心理和社会矛盾日益复杂，增加了公安交通执法工作的难度。全省高速公路交通管理工作面临的困难和问题很多，压力很大。在总结我省近年来高速公路交通安全管理工作成效的基础上，要深入学习实践科学发展观，切实加强执法规范化建设、信息化建设、和谐警民关系建设，着力提高交通事故预防社会化水平，全面打造“革命化、正规化、专业化”的高速交警队伍，为全省经济社会发展和人民群众出行创造安全、畅通、和谐的高速公路交通环境。
