论公众社会治安意识及其培育提高

所谓公众社会治安意识,就是公众的大脑对社会治安及其社会治安工作的客观反映,是公众对社会治安及其社会治安工作的认知、思维和态度的综合。它主要由公众对社会治安及其社会治安工作的态度状态及其社会治安工作的素质两方面组成。判别公众有无社会治安意识主要从四个方面判别,如公众是否具有关于社会治安及其社会治安工作的一定的科学知识、工作方法和相应的技能等。培育公众社会治安意识的主要途径有两条,一是改变公众对社会治安及其社会治安工作的态度,使之具有正向的体验和积极的态度;二是努力提高公众的社会治安工作的素质,使公众更加熟悉、了解社会治安及其治安工作,掌握社会治安及其社会治安工作特有的方法和技能。

On the Consciousness of the Public Social Security and Its Improvement

As the consciousness of public social security, is the (objective ) reflection of (social) security and its work by the public,the cognition of the thinking, synthesis and attitude of the public toward it, which is made up by two (respects,) one is the state of the attitude toward social security and its work, the other is the quality. So differentiating whether the( public) has social security consciousness involves four respects mainly, for instance, whether the public has certain scientific knowledge, work method and corresponding (skill) about social (security) and its work, etc... There are two main ways to (foster) the public's social security consciousness, first, changing the public (attitude) toward them, it make them have the good experience and the positive attitude; Second, making great efforts to improve the quality of the work, it make the (public) familiar with and find out them, and master the peculiar method and skill with them.
