湖南省群体性治安事件综合研究

群体性治安事件诱发原因错综复杂 ,具有长期性、反复性。近年来 ,湖南省在处置群体性治安事件中积累了许多宝贵的经验 ,但基层工作薄弱 ,信息工作滞后 ,处置时机把握等问题值得深思。当前处置群体性治安案件 ,应当注意以下几个问题 :(一 )正确认识公安机关在处置群体性治安案件中的主要任务 ;(二 )明确职责 ,建立、健全处置群体性治安事件工作责任制 ;(三 )把握正确的处置原则 ;(四 )准确充分地运用法律武器

Comprehensive Research on the Community Security Events in Hunan Province

The causes to induce the present community security events are very complicated,which are protracted,changeable and reversal. In recent years,a lot of precious experience has been attained in the disposal of community security incidents in Hunan Province. But some problems are worth pondering deeply,such as weak grassroots work,lagging information work,when to firmly grasp the opportune moment of disposal,etc. Today in the disposal of community security cases,some attention should be paid to the followings:(1)to correctly realize the main task of the security body in the disposal. (2)to make clear the obligation,establish and improve the system of job responsibility. (3)to firmly grasp correct principles of disposal. (4)To make use of the law accurately and adquately.
