| 摘 要： | 公民的生命健康权是我国人权保障最重要的部分之一,公安部从改革发展稳定的大局和加强党的执政能力建设的高度出发,提出了"命案必破"。命案防范与命案侦破紧密联系,二者相互促进、相互统一,相互依赖,相辅相成,必须两者相结合,才能更好的保障公民的生命健康权。

| Abstract: | Citizens' right of life and health is very important in our country's guarantee of human rights.The Ministry of Public Security has put forward"deadline for investigating homicide cases"based on the overall situation of reform,development and stability,as well as strengthening the governing ability construction of CPC.The prevention and investigation of homicide cases integrate,promote and unite each other,depending on and supplementing each other.They must combine with each other to better safeguard citizens' right of life and health. |
