和谐社会理念中的群体性事件及处置

群体性事件是当前我国的社会矛盾之一,是社会不和谐的特有反映。考察近几年群体性事件发生的数量和社会关注程度,以“三农”问题为核心的现代农民或农村问题仍然是主导我国群体性事件的主要方面,另外,就业、金融和贫富差距等问题也经常引发群体性事件。在构建和谐社会的背景下处置群体性事件,应重新确立决策观念,理性理解事件的引发原因,并注意处置中原则的刚性和方法的柔性的有机结合。

The Mass Incident and Its disposal under the Concept of Harmonious Society

The mass incident is one of the present social contradictions in our country,and it's an exclusive reflect of social disharmony.Inspecting the quantity of mass incident happened in recent years and concerning extent of society,the issue of peasant,countryside and agriculture is still the main facet which dominates the mass incidents in our country.In addition,mass incidents are also often evoked by problems of employment,finance and spatial difference of being poor and rich.To dispose of mass incidents in constructing harmonious society,policymaking concept should be re-established to rationally comprehend the evoking reasons of the incident.Furthermore,the rigidity and pliancy of the disposing methods should be combined effectively.
