| 摘 要： | 城乡分隔的二元制度设置成为导致城乡关系失调的主要根源。户籍制度、劳动就业制度、农村社会保障制度、教育制度和农村土地制度、财政制度等是统筹城乡发展的主要制度障碍。因此。从根本上突破城乡二元结构、统筹城乡发展，就必须改革这套不合理的二元制度设置，形成新的制度框架和运行机制。

| Abstract: | The dual institutional system which separates city and countryside is the pr, rnaiy reason for the imbalance of city and countryside development. The main institutional barriers are household registration system, employment system, countryside social security system, education system, countryside land system and financial system. To breakthrough the dual institutional system and coordinate city and countryside development, we must reform it and form another system and operating mechanism. |
