| 摘 要： | 从性质上看，循环经济法是建设资源节约型和环境友好型社会的统一，是经济法与环境资源法的统一。在循环经济立法中应当体现资源本位法和行为本位法相统一、财产法和人文法相统一的理念。

| Abstract: | The author analyses the nature of circular economy law, and points that circular economy law reconcile with the building resources-saving, environment-friendly society and is the unity of the economic law with environment law. The legislative idea of circular economy law should be the unity of resource-based law and behavior-based law, and the unity of the property law with humanization law. |
