依法行政应注重监督，“内外”兼修

温家宝总理近期在全国依法行政会议上指出，“规范权力运行，要靠法制和监督”。法制是依法行政的前提和依据。温总理说：“政府能做什麽，不能做什麽，要由法律来确定”；本届政府自上任伊始，即提出建设法治政府的奋斗目标，彰显了中央政府对推进依法行政的决心。

Supervision,Simultaneous Internal Control and External Inhibition Essential to Administration by Law

Chinese Premier Wen Jiabao, speaking at a recent national-level meeting on administration by law, pointed out： ＂We should rely on the legal system and supervision in regulating the exercise of power.＂ The legal system is a premise and basis for administration by law. Premier Wen also said： ＂What the government can do and what the government cannot do can only be determined by law.＂ At the time of its assumption of office, the current government of China put forward the development of a government with the rule of law as an objective of struggle, which well embodies the determination of the Central Government to promote administration by law in China.
