| 摘 要： | 全国人大常委会《关于司法鉴定管理问题的决定》的贯彻和执行，在实践中出现了新情况、新问题，特别是司法鉴定意见的权威性受到挑战。以刑事诉讼为视野，提高司法鉴定意见的权威性：一是完善鉴定人准入制度；二是建立科学的司法鉴定程序；三是完善司法鉴定管理制度；四是建立鉴定意见审查认证制度。 |
