| 摘 要： | 本文提出,应该把迁徒自由作为全面建设小康社会的一项制度安排纳入宪法。发展社会主义市场经济需要迁徒自由,提高我国农业劳动生产率也需要迁徒自由,发展我国社会主义民主政治和加强政治文明建设更需要迁徒自由。在迁徒自由方面存在的这样那样的思想顾虑是不必要的。现在是我国经济发展最好的时期,也是恢复迁徒自由以宪法地位的最佳时机。

| Abstract: | The article proposes that it is essential that free migration be taken into the constitutional law as one of the institutions to build a comprehensive well-to-do society in China. The development of the socialist market economy needs free migration, so do the promotion of the agricultural production, progressiveness of the socialist democracy as well as the strengthening the construction of political civilization. |
