| 摘 要： | 和谐社会追求的是社会均衡、协调、平顺的发展状态,但和谐的社会并不意味着没有矛盾和冲突,其本质乃对立之中的统一。而警察的价值就在于指导、归训、威慑和谐社会的对立面,维护、保障和促进社会和谐。

| Abstract: | A harmonious society seeks the state of social equilibrium,social harmony and smooth development.However,a harmonious society doesn't mean that there is no contradiction or conflicts and its essence is the unity of opposites.The value of police lies in that police can steer,train and threaten the opposites of a harmonious society. |
