| 摘 要： | 发展权既是一项国际人权,同时也是一项国内人权.作为国际人权,为保障发展权的实现,各国应努力创造一个有利于发展权实现的国际环境.作为国内人权,国家应采取积极的措施来保障和促进发展权的实现.包括设立促进与保护人权的国家专门机构;完善立法;完善宪法审查和宪法诉讼制度.

| Abstract: | The right to development is an international human rights,and a domestic human rights at the same time.As international human rights,in order to ensure the realization of the right to development,various countries should make great efforts to create an international environment helping right to development to realize.As domestic human rights,the country should take the realization that the positive measure ensured and promoted the right to development.Including set up and promote and protect the national specialized agency of human rights;Perfect the legislation;Perfect constitution examining and constitution lawsuit system. |
