| 摘 要： | 涉法涉诉信访总量放大、强度增强直接关系民生民权的质量,且严重关涉法律权威和社会安宁。一般说来,信访体制越有作为,法律规则即愈加疲软,司法权威也愈将弱化。从追求良法善治的目标出发,理顺信访体制与司法体制的关系,推进信访工作法治化进程,乃是化解信访和司法困局的长效之策,也是提高司法权威的必由之路,更是缓解信访压力的重要选择。
