| 摘 要： | 立法政策是立法者对特定行为所作的决策,表明了立法者对该行为的态度。立法政策的确立,必须对行为所涉及的各种利益进行衡量,力求在保障社会公共利益的前提下,也平衡其他利益,使社会的利益总量达到最大化。本文使用利益结构分析方法对利益取舍做出衡量,为确定立法政策提供一种新的思路。

| Abstract: | Legislation policy is decision-making on special action that is made by law-maker,it indicate the attitude of law-maker on this action.when establishing the legislation policy,must weigh all kinds of interests that involved with this action,strive under the precondition of ensureing social public interests,balance other interests,realize maximum sums of social interests.The thesis weight interests making use of analysis method of interest structure,and supply a new method for making sure legislation policy. |
