In the modern society,the administrative discretion involves the game,harmony and balance in various different interests,and it is actually a procedure of interest communication.For realizing the administrative discretion ruled by law,it is necessary to perfect the existing interest communication methods such as participation,hearing,open,and etc.,and construct new substantive interest communication methods such as contract,negotiate,reconciliation,intermediation,and etc.under the governance of principle of administrative justice.
