| Abstract: | The trade system of pollutant discharge rights, which can realize the optical distribution of environment resources, is one of the basic systems of environment resources law and a display of licensing trade system in pollutant protecting field. At present, the trade system of pollutant discharge rights, being in the trial stage in China, should be perfected from such aspects as complete reform, system contents and implementation procedure. |
