行政过程中的信息公开问题探讨

在行政过程中尚处于讨论、研究、审查中的政府信息,《政府信息公开条例》没有规定免予公开,在政府信息公开实践中倾向于不予公开。政府行政过程中的信息,按照过程公开的要求,应当依法公开,在公开过程中同时考虑到社会的安定性,应衡量行政效率与公民知情权的关系。

A Probe into Information Disclosure in Process of Administration

In accordance with the Regulations on the Disclosure of Government Information,government information under discussion,reearch or examination in administration is exempt from disclosure.In practice such information tends to keep undisclosed.However,the procedure disclosure principle requires that government information in process of administration should be disclosed according to law,but considering the social stability,administrative efficiency and citizens' right to know should be balanced.
