On Power Constraint in Political Civilization

Political civilization is part of human aspiration for freedom and the result of socioeconomic growth, depicting the free choice of people for their beliefs and behaviors. Political civilization in the market economy is characterized with controlled power of the state, which helps constrain the possible development of an autocratic state that would surely interrupt the economy and endanger individual freedom. Democracy and the rule of law are the characteristics of modern civilizations, whose fundamental function is to restrict the power of the state. Democracy and the rule of law not only limit the power of state, but also enhance the legitimacy of it.
