美好生活是人民对于高品质生活的理想追求,而法治则在满足人民美好生活方面发挥着至关重要的作用。要通过法治的平等原则确保人人拥有平等的人格、规定人人相同的地位以及赋予人人同样的法律机会,为人的尊严感的达致奠定基础。人民福祉是法治的根本目标,要通过法律制度来缩小收入分配差距、确保不同群体之间资源的公平分配以及地域发展上的互补互助,从而增强人民的幸福感。对于公平正义而言,它既是法治必需的根本内核,又是人民满足感的基本保障。为此在初始条件中,要保证每个社会成员都能公平地获得生存与发展的能力;在物质条件方面,让人民的生活更加富裕、充实;在公共服务方面,要让人民群众均等地得到来自国家的关爱、照顾、帮助。法治还必须设计"弱者所扶"的法律制度,精准扶贫、脱贫,消除产生弱者的主要社会根源;织造社会安全网,加强社会保障体系建设,为弱者提供最基本的生活保障;完善对"失败者"的救助,为其提供重新出发的机会。
