| 摘 要： | 值此改革开放三十周年之际,本文从立法体制和社会主义法律体系的形成,立法从实际出发与改革开放的关系,以及立法民主化的进程等角度,回顾和总结全国人大及其常委会在新的历史时期成效卓著的立法工作,具有十分重要的理论与现实意义。而在总结经验的基础上,分析和研究法律制定过程中遇到的一些困境和问题,预期未来中国立法事业的走向,也具有积极意义。
