| 摘 要： | 当前，我国农民工没有被纳入城镇社会保障体系，传统的农村社会保障方式又难以为其提供充分保障。通过立法建立和健全农民工社会保障体系，引导、帮助农民工合理规避医疗、工伤、失业、养老等方面的社会风险，不仅是社会保障制度改革的长期目标，也是用法律手段打造平安中国新思路的必然要求。

| Abstract: | Nowadays, peasant laborers of China has not been involved the city and town social security system and the traditional rural social security way can not provide them with sufficient security. It is not only the long - term aim of social security system but also the necessary demand of making China safe and sound by law for us to build and perfect social security system of peasant laborers by legislation. |
