关于特别行政区制度研究的若干思考

目前宪法学界和政治学界有关以特别行政区制度研究为论题的论著很少,这一现状与学界对＂一国两制＂方针政策、港澳基本法的理论与实践研究成果十分丰硕相比存在明显落差,不足以反映特别行政区制度的重要地位和作用,亦不适应它在港澳相继成功实施已有十余年并将长期坚持和完善的任务,需要引起高度重视。展开对特别行政区制度的研究具有多方面的意义和价值,其中如何认识和界定特别行政区制度在我国社会主义民主政治制度中地位和作用是一个尚未解决的重大问题。

Reflections on the Study of Special Administration Region System

Presently, very few theses and treatises have discussed the topic of research on the System of Special Administrative Region in the field of constitution jurisprudence and political science, which apparently falls behind the very fruitful research on the guidelines and policies of One Country, Two Systems, and the theories and practices of the basic laws of the two special administrative regions in academic area, and could not reflect the significant role of the System of SAR, which is not compatible with the successful practice of the System of SAR in Hong Kong and Macao during the past over ten years and the long - term uphold and development of the System. Therefore, it needs to pay close attention. To extend the research on the System of SAR will have many-faceted meanings and values. One of the unsettled major problems is how to understand and define the status and role that the System of SAR plays in our socialist democratic political system.
