构建和谐社会：执政目标的新要求

党的十六届四中全会明确提出把构建社会主义和谐社会作为党执政的重要目标,具有重要的理论价值和实践意义。和谐社会至少具有以下基本特征:顺畅的社会流动机制,合理的利益协调机制,安全的社会保障和社会预警机制,有效的矛盾疏导机制。和谐社会的构建是中国共产党执政的必然选择。构建和谐社会必须强化执政党的社会整合功能,建立有效的动力机制和平衡机制,注重政府管理体制创新和加强公民的道德建设。
