本文结合我国行政许可法的颁布透视了我国政府职能的转变,从立法层面上分析了建立法治政府、有限 政府、服务政府的新型政府观。

This thesis perspect the transition of our government's function combined with the issue of the Administrative Procedure Law,and analyzed the building of new view of government,which is the government governed by law,the limited government and the service government.
