治理现代化视阈下创新基层社会治理之实践路径——以泉州市为例

"十四五"规划建议明确提出了实现"社会治理特别是基层治理水平明显提高"的目标要求,充分表明社会治理特别是基层社会治理已成为未来一段时间国家治理效能实现新提升、取得新突破的关键领域。泉州市积极探索创新基层社会治理路径,群众的安全感、获得感、幸福感明显上升,但实践中依然面临权责不匹配、财力不足、人才资源不充分等困境。为此提出以下建议:建立权责一致的基层社会治理体制,建设共建共治共享的基层社会治理共同体,以智治助力基层社会治理能力现代化。

The Practical Path of Innovating Grass-Roots Social Governance from the Perspective of Governance Modernization

The proposal of the 14th five year plan clearly puts forward the goal and requirements of"significantly improving the level of social governance,especially grass-roots governance",which fully shows that social governance,especially grass-roots social governance,has become a key field for the new improvement and breakthrough of national governance efficiency in the future.Quanzhou has actively explored and innovated the path of grass-roots social governance,and the people’s sense of security,gain and happiness has increased significantly.However,in practice,they still face difficulties such as mismatching of rights and responsibilities,insufficient financial resources and insufficient human resources.Therefore,the following suggestions are put forward:establish a grass-roots social governance system with consistent rights and responsibilities,build a grass-roots social governance community with CO governance and sharing,and help the modernization of grass-roots social governance capacity with intellectual governance.
