行政领导力的强弱是决定政府管理效率高低的关键,探讨具有完善整合力和回应力、具有高度责任感和为民服务精神的行政领导力,对于适应社会发展和满足公众需求具有极为重要的作用。文章以新公共服务理论的视角,从行政领导力的内涵、服务型政府对行政领导力的要求、服务型政府行政领导力的评价标准、服务型政府行政领导力提升的对策等几方面对如何提升行政领导力做了初步探讨。

Discussions on how to promote the administration leading capability of service governments

It is known to all that the administration leading capability plays a crucial role in promoting the administration efficiency of the governments.For the reason mentioned above,it is very important to form a new type of administration leading capability in order to adapt the social developments and satisfy the public needs.From the view of the new public service theory,this paper first explains the connotation of the administration leading capability.After this,the paper continues to show the requirements of the administration leading capability for a service government.Then the measurements of the administration leading capability are explored.Atlast,the paper puts forward some applicable countermeasures to promote the administration leading capability.
