创建服务型政府中的政府能力建设

本文在分析创建服务型政府与政府能力建设是交互发挥作用的基础上,指出了创建服务型政府对政府的自我更新能力、有效的反应和应变能力、高效能力、开发能力提出了挑战。进而提出了创建服务型政府条件下政府能力建设的一些基本途径,就是重塑适应服务型政府的行政文化,行政运行机制的建立与创新并举,人力资源及其开发,推进政府信息公开化。
