农村普法：谁来解我孤独——关于农村普法工作的逆向思考与对策研究

党的十六大提出要全面建设小康社会,重点、难点在农村。同样,普法工作的重难点也在农村。本文首先从普法者的角度简要分析了法律在农村难以普及的原因,接着采取逆向思维方式,站在农民的立场上,从法律实效、法律成本、社会保障、宣传教育等几方面重点分析了“如何才能让农民接受法律”,得出了“普法原本不孤独”,需要立法、司法、行政及民间组织和民间活动等多个环节的共同努力、改进和创新的结论,以期对农村普法工作有些启示。

Rural law popularization: Who comes to comfort my loneliness --Reverse thinking about the rural law popularization work

The 16th National Congress of Communist Party of China proposes building the well-to-do society in an all-round way,but the key difficult point is in the countryside.Equally,in the countryside,key difficult point is law popularization works.This text has analyzed in terms of law popularization person why the law is difficult to popularize in countryside.Then reverse thinking is to analyze "how to let peasant accept law" in actual effect,cost,social security,several respect of propagating and educating etc.The conclusion is that "law popularization originally not lonely".It needs the joint efforts,improvement and conclusion of innovation of a lot of links,such as legislating,administration of justice,administration,non-government organization and folk activity,etc..
