| Abstract: | The reformation of basic establishment run by civilian is the trend of the times, but good governmental regulation is the key to succeed in the reformation. So to assure the success of the reformation, the governmental good regulation must be realized. And the realizing of good governmental regulation needs to follow certain structure principal and design a scientific effective working mechanism. |
