| 摘 要： | 中国共产党在改革开放和社会主义现代化建设事业发展的每一个关键时期，都适时提出加强领导干部素质能力建设的总体要求；紧紧围绕党的基本路线和阶段性任务提出领导干部素质能力的具体要求。加强领导干部素质能力建设，必须坚持以马克思主义中国化最新理论成果为指导，坚持紧紧围绕党的基本路线和阶段性任务，坚持改革创新的精神。
