发达国家环境外交战略及我国的政策

随着全球经济的发展，环境问题日趋恶化，许多国家开始关注环境保护问题。然而，发达国家通过制定环境法规，设立新的非关税壁垒，主张环境安全高于国家主权，以本国的政治和经济利益为重等手段，来限制发展中国家经济的发展，干涉发展中国家的内政。对此，我国的应对之策是：积极参与国际环境立法，有效维护国家的经济利益；普及环境教育，增强环境意识，建立健全环境保护的法律法规；尽快完善我国环境标志制度，强化进出口商品环境标志的认证工作；加强环保领域的国际合作，引进外资，争取外援，促进我国环保产业的发展。

Environmental Diplomatic Strategy of Developed Countries and Countermeasures of Our Country

Along with the development of global economy, problem of environment is worsening and many countries begin to pay attention to environmental protection. But, developed countries, through formulation of environment regulations, establish new non-tariff barrier, hold that environmental safety is higher than sovereignty, restrict the economic development of developing countries and interfere with the internal affairs of developing countries by attaching importance to political and economic interests of their own countries. The countermeasure of our country toward this should be: actively participate in international environmental legislation and effectively safeguard our economic interests; popularize environment education, strengthen environmental consciousness, establish and perfect laws and regulations in environmental protection; perfect our system of environment marker as soon as possible and strengthen attestation of environment marker of import and export goods; strengthen international coorperation in the field of environment, introduce foreign capital, win over foreign support so as to promote the development of our environmental industry.
