| 摘 要： | 现代行政程序主要有政治功能、行政功能和法治功能。政治功能主要是民主参与功能、秩序供给功能和权威优化功能。行政程序功能主要是控权功能、服务功能和效率功能。法治功能主要是外在法治功能和内在法治功能。
