| Abstract: | Guided by the spirit of the Fourth Plenary Session of the 19 th Central Committee of the CPC,this paper studies the management of scientific research funds from the perspective of institutional innovation,and explores the background,current situation,cause analysis and problem suggestions of the pilot"contract system"of scientific research funds under the deepening of the reform of"streamline administration,delegate powers,and improve regulation and services".The purpose of this paper is to promote the reform of the management system of scientific research funds,transform the innovation advantage of the contract system into governance efficiency,better release the vitality of scientific research,and serve the construction of an innovative country. |
