| 摘 要： | 统筹兼顾,是事物所具有的整体和部分、均衡(平衡)和非均衡(非平衡)的辩证法在发展观上的具体运用和在方法论上的创造性发展,也是我国生态建设实践经验的科学提升.它不仅具有明确的生态指向,而且具有直接的生态价值.在实现科学发展、促进社会和谐的进程中,我们必须将统筹兼顾确立为生态文明建设的战略思维,正确处理人与自然的关系,努力实现生态效益、经济效益和社会效益三者的有机统一.

| Abstract: | Overall consideration means the practical application in scientific outlook on development and the creative development in methodology of dialectics of whole and segment,balance and imbalance.It scientifically elevates the practical experience of ecological construction in China for it has a clear ecological orientation and direct ecological value.In the process of realizing the scientific development and promoting social harmony,overall consideration should be taken as a strategic thinking of constructing ecological civilization to correctly handle the relationship between man and nature to achieve the organic unity of eco-efficiency,economic and social benefits. |
