公共行政由统治性和管制性转向服务性 ,标志着公共行政价值范式的根本转变。从观念变革上讲 ,政府公共服务也必须强调“产业化”和“生产力”概念。从技术层次上讲 ,强化公共服务的供给 ,其制度取向是建立起市场作用和政府行为“两手博弈”的供给机制。从转轨时期的实际讲 ,我国存在着对公共服务的强烈需求机制 ,关键是设法促成公共服务的形成机制

Public Service:the Core Theory of Reinventing the Government

That the public administration changes from governance and control to service marks a fundamental change in the value paradigm of the public administration.In terms of reform in notions,the concepts of "industralization" and "productive forces" must be emphasized in implementing the government's public service.In terms of technology, to strengthen supply of public service, a supply mechanism which performs functions both of the market and of the government should be established.In terms of realities in the transitive period,there are mechanisms which badly need public service in China.What counts is to try to set up mechanisms providing public service.
