| Abstract: | The appearance and development of citizen＇ s awareness and citizen＇ s society build up ideological basis and provide route for the realization of the satisfaction of public need brought by public service supply. As representative of public authority, government will promote capability of china＇ s public service supply by choosing relative mute to encourage citizen＇s participation in public service supply. |
