深度贫困地区稳定脱贫长效机制研究——基于可行能力理论分析框架

基于阿马蒂亚·森的可行能力理论分析框架,深度贫困地区构建稳定脱贫长效机制面临着资源禀赋条件差、后续发展乏力,基础设施建设不足、公共服务缺失,精神贫困问题突出、人力资本薄弱等现实困境。应以政府为主导,以多方协作、市场化、利益联结为原则遵循,加强脱贫监测预警、发展地区特色产业、坚持绿色发展道路、保障易地扶贫搬迁、解决精神贫困问题,切实提高深度贫困地区群众的可行能力,实现稳定脱贫和长效发展。

The Long-term Poverty Reduction Mechanism for Areas of Extreme Poverty:Analysis Based on the Capability Approach

According to the theoretical framework of Amartya Sen’s Capability Approach,there are many tough issues that need to be dealt with when it comes to the establishment of a long-term poverty reduction mechanism,such as shortage of natural resources,weak follow-up driving force,poor infrastructure construction,in-adequate public services,spiritual poverty and lack of human capital.Therefore,a series of measures should be taken to increase the capability of the masses in order to achieve the goal of continual poverty alleviation and long-term development.Under the guidance of government,we should follow the principle of market,multiparty collaboration,and mutual benefits.It is necessary to strengthen the poverty reduction monitoring system and focus on regional industries.It also calls for green development and guarantee the relocation project.At last,the problem of spiritual poverty should also be addressed properly.
