| 摘 要： | 乡村振兴是党的十九大确立的重大战略,实现乡村有效治理是乡村振兴战略实施的内在要求。当前,我国乡村治理在取得巨大成就的同时,由于乡镇政权的权责设定、资源配置、基层工作人员的激励与约束机制失衡等原因,致使乡镇政府在乡村治理中面临权力有限与责任无限、治理资源有限与群众需求无限、治理能力有限与治理风险无限的张力以及治理资源投入增加与基层政府公信力下降、硬治理强化与软治理不足的结构性矛盾凸显等困境。因此,需要推动乡村治理资源从错配向适配转变,从变革乡村治理思维、增强乡镇政府权限、丰富基层治理资源、完善乡村治理手段、激发基层工作人员积极性等方面施策,以实现消解乡村治理困境和重塑乡村治理格局的目标。
